When does the new system start?
It applies to purchases made on or after 1 November 2026. There is no transition period.
I bought something before 1 November 2026. Which rules apply?
Purchases made up to 31 October 2026 were sold tax-free at the counter under the old system. Follow the instructions the shop gave you at the time.
Is tax-free shopping in Japan ending?
No. Only the method changes: you pay the tax first and get it back after the customs check when you leave.
How long do I have?
You must leave Japan and complete the customs check within 90 days of the date of purchase.
Can I do the check after checking in my bags?
No. All tax-free goods must be with you at the kiosk, and airlines will not return checked bags for this.
How long does the kiosk take?
Reading the passport and getting the result takes a few seconds. A red result means an inspection at the customs counter, which takes longer.
Can I use Visit Japan Web instead of the kiosk?
Yes, at Narita, Haneda, Kansai, Chubu, Fukuoka, New Chitose and Naha, inside the dedicated Wi-Fi area of the international departure lobby (up to security).
Can I use the cosmetics or snacks I bought before I leave?
If you do, the receipt they are on cannot be refunded. Do not use the kiosk for that receipt; tell the customs officer at the counter.
Is there a limit on how much I can buy?
The ¥500,000 limit on consumables has been removed. You can buy only as much as you can carry out of Japan yourself.
Can I get cash back?
Possibly. Some refund companies offer cash at the airport after the check; others pay to a card, bank account or app. It depends on the shop.
Why is my refund less than 10% of what I paid?
The tax is about 9.1% of a tax-included price at 10% (7.4% for food at 8%), and refund companies may deduct a fee.
Can I post my tax-free goods home?
Not yourself; that option ended on 31 March 2025. Some shops can ship abroad directly. Ask the shop.
I bought a watch over ¥1,000,000. Anything special?
Customs may ask to see a certificate or warranty card for items of ¥1,000,000 or more before tax. Bring them.
What if I do not take the goods abroad after the check?
The tax is collected from you and penalties can apply.
